Do I have to clean up my apartment before I leave?

Hurricane Irene completely flooded my basement apartment which I was renting from a woman who owns the house. Last weekend, I went back to the property to remove any salvageable possessions of my own - leaving a lot of the trash there. My 6-month lease had ended a year ago, and is renewable each month, though there is no description of what is to happen when I move out - there's no outline of a penalty for leaving stuff there, or who's responsibility it is to move it. I live in Connecticut and my landlord is refusing to give me back my security deposit unless I personally clean an apartment which is completely unlivable and dangerous. My questions is, who's responsibility is it to clean the apartment? Me? Or my landlord? Thanks.

You may need to file for the return of your security deposit in Housing Court in the town where you live.
