Legal Question in Real Estate Law in Connecticut

condominium problems
Hi i own a condominium in CT. The voice system that opened the door in my building broke. They went in and fixed it and send me a bill for it for $1,300. They said the reason for it was that my husband did a little closed in the kitchen and that was the reason. My husband had nothing to do with the fact that the electricial wiring was old just like the alarm system that they did just a little bit after. They thing that really suprised me was that before fixing it they never ever mentioned that I'm going to pay for it. They never even give me a paper to sign sayin that I will be responsible fot it. That's not fair!!
