Is the Commissioner of the Superior Court the same as the clerk?

No. All attorneys admitted to the bar are Commissioners of the Superior Court and, as such, can act as a Notary Public, sign writs and do other things. The clerk of the court is usually a Commissioner, but lots of Ciommissioners are not clerks of the court.
