My neighbor's tree fell down across the whole width of my yard during the recent storm - who is responsible for the removal of the tree? My insurance won't cover it.

Your neighbor is. He/she can get his/her insurance company to reimburse you. Send a letter to your neighbor requesting he/she submit the claim to his/her insurance company.
