property in former spouse's name, part of divorce settlement was to list property, proceeds were to be paid as follows: 17k to him and the remainder would be divided up amongst him and myself. Property has liens on it with city and city may foreclose. How can I go about acquiring property before city forecloses?

You didn't say whether your former spouse actually listed the property and whether it has been on the market. You also didn't say what the liens are for...past due taxes? What was the deadline in the decree for listing and selling the property? Who was responsible for the taxes?

You could file a motion with the court in your divorce case and ask the court to enforce the judgment. I don't have enough information to come up with any other ideas.
