Never filed tax returns

A friend has worked here in the US for 5 years. She has had witholdings taking out of her check but has never filed a tax return. Now she just received a form (# 2797?) from the IRS to verify her address. Does she have to send it back. What does this mean? What are the ramifications of never filing and what could happen now? Thankyou for any info.

As the name on the top of Form 1040 indicates, US Resident Income Tax Return, all people regardless of nationality or citizenship who reside in the US and earn over a certain low amount of money must file income tax returns every year. She must file returns for the 5 years and all subsequent years that she continues to live and work in the US.
