Legal Question in Traffic Law in Connecticut

I have gaurdianship of my grandson, who is legally blind. He is 17. He does not have a drivers license and cannot get one because he has zero peripheral vision. He can only see straight ahead in a narrow cone. We have repeatedly told, urged, begged him not to drive. We never let him behind the wheel even in a parking lot, although he asks all the time. It's illegal.

He has friends with cars, and they let him drive. He has told us this. If he drives a friends car, with permission, and has an accident producing property damage or personal injury am I legally responsible? How about if he takes a car illegally and drives and has an accident?
