Legal Question in Wills and Trusts in Connecticut

My daughter recently died leaving two daughters ages 13 and 9. She died without insurance or assets of any kind. In the past she has received state assistance. The community has made a monetary collection for the girls. My question is, must I notify the state of these monies and are they entitled to take all or part of the monies as repayment to the state?

My first thought is that the monies were donated for her daughters and therefore are not a part of their mother's estate.

Secondly, if your daughter has no estate, then the state has nothing to seek reimbursement from.

Finally, you are under no obligation of notifying anyone of anything unless an estate was opened in the probate court and you were appointed the executor (by the will) or administrator by the probate court. The only reason this would even occur is if your daughter owned assets at the time she passed.
