Legal Question in Wills and Trusts in Connecticut

My mother in law passed away.

My father in law wants to sell his vehicle to us but the title says XXXX AND YYYY rather than XXXX or YYYY.

He had/has 'Power of Attorney'. Can he sign his deceased wife's signature - he could have if she were still alive.

If not, what needs to be done and, approximately, will this take - State of Connecticut.

The power of attorney is no longer valid. There is a small estate proceeding that can be filed for matters such as this, with the probate court.
