What does compel issuance of certificate of devise mean?

You haven't given much in the way of facts on why you ask the question, but I'll take a stab at it anyway.

If real property is devised to heirs of a deceased person in probate court, then, by statute, the fiduciary of the estate is required to obtain a "certificate of devise" from the probate court and have it recorded on the land records in the town where the real property is located. This certificate tells the world that the real property has been inherited, so to speak.

I presume that if that certificate is being "compelled," the probate court is telling the fiduciary, that "your time is up" and you shall take care of this since the deadline has passed.
