Probate Distribution

I know a will can name an administrator but how is it determined who will distribute proceeds once the estate is proven?

Period of time referencing is 1780's.

How common is it for the distributor(s) of the estate to be related to the deceased?

With a will, the fiduciary is called an executor, not an administrator (the latter is the fiduciary when there is no will). In either case, the fiduciary distributes; the probate court makes sure that he does so. The fiduciary is usually related to the deceased.
