unpaid bills upon death

My 40 year old brother recently passed away. My mother, who is 71 and living on a small social security benefit is being harrassed by certain creditors to pay his bills. He had less than $2000 when he passed, and a car that he owes more on than it is worth, and their is a small life insurance policy which she won't get for at least a couple of months. He had no will.

Is she responsible for his bills? Am I or my brother responsible.

No, neither your mother nor you or your brother are responsible.

The life insurance policy goes directly to the beneficiary (your mother) outside of his estate. This means she is not required to use the money to pay his debts.
