how can you get out of a contract and not pay the relocation money back

First, instead of asking how to break a contract, ask what are your rights and powers under the contract to do a certain thing. To determine this, one would have to look at the written contract itself (assuming there is one). Your powers should be defined there. However, if there is no written contract and or the terms are not clear, you should consult an attorney. They would have the ability to potentially reach your goal.
