Legal Question in Business Law in Delaware

I formed a C Corp in Delaware. The Articles of Incorporation mention only that there are 2 classes of stock ("Class A" & "Class B") the authorized number of shares for each class. I want to give class B ten votes per share and class A one vote per share.

My filing company tells me I can create By-Laws to this effect, but what's confusing me is the Delaware code on voting rights, here: http://delcode.delaware.gov/title8/c001/sc05/

It seems to indicate the Articles of Incorporation should enumerate voting powers.

Where should voting rights be specified - By-Laws or Articles?
