Is it legal for a firm to charge a ''check processing fee'' when paying for merchandise they have purchased?

If you are asking if a purchaser can deduct a fee from the purchase price when paying by check, the answer is not unless you permit it.
A check is considered cash and entitles no one to deduct a sum in the transaction.
