Legal Question in Civil Rights Law in Delaware

No Contract

My husband had been looking for an older vehicle to purchase which was located online through a private party in Delaware. Seller stated the vehicle was in excellent condition, no rust, runs great, and that he was the original owner. He sent us pictures of the vehicle, which appeared to be in excellent condition. I hired a Transportation Co. to transport vehicle so that we could look at the vehicle ahead of purchasing it. Seller agreed.(no contracts)Upon arrival,the vehicle had a check engine light on, major oil leaks, rust, dings all over it, damaged bumpers, etc. I called the seller and said you misrepresented the vehicle and I don't want to purchase it. He said ''you are'' going to buy the vehicle and that I had 1 week to send him the money for it and then hung up the phone. After trying to reach him unsuccessfully by phone, I sent him a certified letter stating that I was not purchasing the vehicle based on misrepresentation, and if he didn't contact me with 48 hrs of receiving letter to make arrangements to transport the vehicle back to him, the vehicle would be placed in storage. He declined acceptance of the letter. 8 months later, the vehicle is still in my possesion and I don't know where to go from here. HELP!!!
