Legal Question in DUI Law in Delaware

1st DUI in PA, 2nd in DE

I have a friend who received an underage DUI in PA (where he resided). They allowed him through the ARD program which to my understand will be off his record until he is convicted of another DUI. He's since moved to Delaware and received another DUI possible conviction. Will the PA DUI now show in his record and charged as a 2nd DUI offense? We were not able to find this answer out from anyone including his Lawyer? Help! I greatly appreciate...at least we can then prepare ourselves for the worst. Thanks again.

There is an interstate driver's compact and Pennsylvania and Delaware are members of it. If Delaware treats the A.R.D. as a first offense, then this will be treated as a second offense.
