can a landlord keep a security deposit so that a tenant can break lease agreement

If the tenant breaks the lease agreement, you can be sure the LL will keep the damage deposit, plus want all the lost rent from the broken lease.

How many months are left on the lease?

How much notice required?

How much is rent/deposit?
