in the state of Delaware, can the executor use a money market account to pay off estate debt when the account has identified beneficiaries?

That's a good question. Since there are beneficiaries on the account, it's a "non-probate asset" and the executor has no control or opportunity to use that money to pay estate debts. But that's an incomplete answer; a more complete answer is too involved for email.
