if a condo is left to two sibling in a will, can the other rent or sell with out the others permission

It depends on the terms of the will and the type of ownership interest each sibling has in the property. I strongly recommend that you hire a District of Columbia attorney to review the will and the deed vesting title in the 2 siblings. At that point, your attorney will be able to discuss your rights, obligations, and options with you.
