Legal Question in Banking Law in District of Columbia

Paychecks

Washington DC law requires employees to be paid with a ''negotible instrument paybable on demand''. I appeared in person with two forms of ID at a branch of the bank the check was drawn on. When they discovered that I did not have an account, they demanded a thumbprint on the check. I considered that unreasonably intrusive. When I refused to give a thumbprint, they would not honor the check. I need to know the controlling case in Washington DC on this issue, and any statutes that might cover the situation. I cannot pay for advice or representation. (I quit when the employer was unsympathetic, and am very broke)

Thumbprinting is standard practice if they don't know you. Arguably, it's required by federal law (Patriot Act/Know Your Customer regulations). Your employer paid you properly and the bank acted reasonably.
