At-will employment
is DC an at-will employment jurisdiction?

You would have to ask a lawyer licensed to practice in DC this question, but, as far as I know, there is only one state where you need "good cause" to fire an employee, I think it is Montana. For more general information, see http://en.wikipedia.org/wiki/At-will

Yes, the District of Columia is a so-called employment at will jurisdiction,
one of approximately 42 or so in the United States. Mr. Stone has correctly identified Montana as one of the remaining nine or so jurisdictions within the U.S. which, in varying degrees, afford employees greater employment rights than might be found in any of these aforementioned 42, which mainly seek to promote business and corporations at the expense of the rights of individual employees, most of whom work without the protections of a contract or collective bargaining type of agreement and who can be dismissed at any time by their respective employers for almost any reason which doesn't violate federal anti-discrimination laws.
