If a contractor has knowingly left his tools in my home after completing a job what are my obligations to the tools?

To be clear, whatever your obligations (if any) may be in this matter, they are not to the tools but rather to the contractor.
You may wish to consider giving him a call on the phone or
sending him a letter to come and pick up the tools by a specific date.
