Does Respondeat Superior apply to government agencies?

Yes, it's possible that this doctrine could be applicable to government entities if you mean to ask whether a government agency might be held responsible for certain torts(civil wrongs) committed by its employeees acting within the scope of their employment.
However, it's also possible that the government agency/entity could be shielded from liability by the doctrine of sovereign immunity which might be found to apply in some cases but not in others.
