Legal Question in Business Law in District of Columbia

I am starting a website and I wanted to use pictures of people I know but am not necessarily close with on the site just for decoration. Do I legally need to ask their permission before posting the pictures on the website?

If you plan to earn money from the site, then YES, you need to obtain their permission to use their likeness.
