That refers to all non-criminal lawsuits. Thus, there is civil litigation and there is criminal litigation. For example, if you sue a neighbor for playing music too loud, or sue a manufacturer for a dangerous product that hurts you - those are civil lawsuits.

If someone files a lawsuit against you, you must repsond with an "Answer" or the court will issue a default judgment against you, meaning that you lose. If you are sued, you should hire an attorney to defend you.
