Apartment/ Construction
I rent an apartment in Washington
DC. Next door, construction has
begun to build a new apartment
complex. At the time of my lease
signing, I was unaware that they
were going to be building so close to
my apartment. It is very noisy and
wakes me up in the morning.
Because of the noise, I feel that the
apartment is no longer worth the
monthly payment, at least not
during the construction period. Is
my landlord, or the construction
company building the new
apartments, legally entitled to either
lower my monthly payments or
compensate me for the hardship?

I would say no with respect to any legal obligation, but your landlord might possibly be considered ethically obligated to make some downward adjustment in your rent to reflect this unanticipated interruption in your right to the quiet enjoyment of your rented premises.
