Legal Question in Construction Law in District of Columbia

Porch Foundation

The front porch poured concrete foundation system and floor system have be done wrong and has caused the foundation walls

of the porch to separate from the main house foundation. I've been told that the cause for this type of condition is inadequate soil bearing

capacity, typically as a result of the footings being placed on non

engineered backfill soil. During an inspection a steel rod

soil probe located the footing tops about 14'' below grade but immediately adjacent the the footing the rod could be driven by hand to a depth of 48'', the full length of the rod. I been told that an engineer needs to review the premises, but what type of engineer shoudl be used and what remedies can be used to correct the problem, or are their any so as to make sure the house is sound for years to come?
