Bill submitted 16 months late?

We had some work done on our house at least 15 months ago. The contractor now says that he forgot to bill for everything and wants us to pay more. Is there a time limit in DC on when bills can be submitted? Just FYI, the work was poorly done and we are now paying another contractor to fix the original work.

Give written notice to this contractor that you haven't forgotten how poorly his work was performed, so poorly in fact that you've had to hire someone else to redo it, and, consequently, you will pay him nothing further for this botched job.

(As long as the contract continues to be enforceable under the DC statute of limitations, a bill can be submitted for payment to the alleged debtor. Of course, that in no way means that it necessarily should be paid if the contract has been performed in a less than workmanlike manner.)
