Gripe with the Government

A car rental company refused rental to me because my license was not found using its service connected to the DC DMV (DMV). As a result, the company refused my rental and I incurred expenses over the course of several days while dealing with uninformed and apathetic employees at the rental company and the DMV. Later the DC DMV informed me that it issued the same license numbers to five to ten percent of license holders. Since the DMV's faulty database is the reason for my loss, how do I get the DC DMV to reimburse me for the expenses incurred and any other additional damages?

I wouldn't hold my breath on this one, if I were you. The DMV would, undoubtedly, assert some form of governmental immunity if you were to be so audacious as to attempt to file a claim against them.
