Animal Cruelty Legislation

I am President of an Animal Defense Organization in Mexico City. We need to add legislation to our new animal protection law in Mexico. I am requesting the judicial motives, or arguments in favor of the following legislation:

HB 5625: forbids filming or videotaping an act of animal cruelty, a Class-A misdemeanor. It forbids the slaughter of dogs and cats for food as well as for the sale and manufacture of their skin.

HB4926: It forbids sexual conduct with animals.

HB????: bans Greyhound races.

Could you also send us complete information about how US legislation classifies torture and animal mistreatment as a FELONY.

Unfortunately, it is my understanding that only a relatively few jurisdictions in the U.S. have made the abuse of animals a felony.
