Legal Question in Criminal Law in District of Columbia

car parked in alley/towed

My daughter loan her car to my grandson on Saturday 6/6/09. Somehow he was visiting his girlfriend and parked the car in an alley/car not locked. The police searched the car/told everyone to move out of the alley/they claimed they found a gun in the car, which no one where the gun came from. To this date, the police department never contacted my daughter. She tried to contact the police department, all they could tell her that they were keeping her car. The car was not locked, anyone could put that gun the car when they saw the police. Need some advice. Thank You!!
