Legal Question in Criminal Law in District of Columbia

Civil lawsuite

My question is how do I sue the police for slander and defamation for falsely accusing me of a crime of theft I never committed and going around town telling the community that I am committing crimes of theft an putting my name in a crime database without me every being question, arrested or charge with any crime for 6yrs now? What is my option for a lawsuite? Do get a civil lawyer or criminal defense lawyer?
