Legal Question in Criminal Law in District of Columbia
Should I be concerned about identity theft if previous tenant recently had something mailed from a car dealership to the house I purchased in November 2009. And two speeding tickets came in her name to the same address. What can I do to stop this before it becomes a serious problem? I've alerted the post office but another speeding ticket arrived 1 month later.

I don't see why this would worry you. Many people receive mail that was intended for the previous occupant of their home. As long as the mail is in her name and not yours, I see no reason to think she is using your identity. It sounds as if she simply failed to update her address with the Department of Motor Vehicles. This is her problem, not yours.
