Legal Question in Criminal Law in District of Columbia

Fishing on the potomac in DC water states that cast nets and seine nets are illegal they also say dip nets over 24 inches in diameter are illegal. They do not state anywhere that gill nets are illegal yet they are enforcing this law as if it exists. What can I do about this?

Further INFO: Gill nets are specifically different than either cast nets or seine nets. A cast net is thrown and traps the fish by having the lead weights close at the bottom trapping anything inside. A seine net is put out in a circle around fish then the bottom is closed and the entire net with all contents are pulled in. A gill net is laid out in a straight line and only fish large enough/small enough to swim their heads through the mesh but not able to go past their gills and trying to reverse they get caught in their gills, hence gill net. smaller fish get away biggerfish cant get through and dont get caught.
