Driving Under The Influence

I received a citation for Driving Under The Influence back in January 1995. I was never formally charged. The arresting officer didn't show up to court on the scheduled court date. The case was then dismissed. I am in the Reserves. I just was in the process of getting a background security investigation. To my surprise, this appears on my record. Like, I was formally charged. What if anything can I do to have this totally expunged from my record?

If you received a summons (citation) to appear

at a scheduled hearing date, and then had the matter dismissed due to the officer's failure to appear, you were formally charged. Records of arrests and case dismissals are not

usually expunged.
