Was his Form 4473 leagal to begin with and does it matter
A Form 4473 was submitted for background check prior to the selling of a firearm.
The Form was marked No to ever having a mistormeaner in the past for Domestic Violence, the Defendent had one and signed the form under penalty of law if knowingly or willing made a false statement in the attempt to procure a fire arem.
The Defendant did not himself fill out the form, it was filled out by another for the Defendant did not have his glasses at the time and could not read. This is a legal and permissable action as stated on back of the form if and only if their are two witnesses signature also on the Form 4473 ( which there was not ) The form was submitted for back ground check without the witnesses signatures,
QUESTION IS: are the finding of the back ground check legaly binding for the form checked was not complete and not a legal doucment?

Legally binding upon whom and why would you(or the defendant--or whoever)care?
