Legal Question in Criminal Law in District of Columbia

perjury

I am a liberal who is debating with a conservative about the Libby trial. He contends that Libby is a victim of a partisan witch hunt in the same way that we liberals contend that Clinton was. I pointed out that Clinton was impeached for lying under oath about an extramarital affair, whereas Libby is indicted by a federal grand jury for lying about an investigation into the administration's complicity in outing a CIA covert agent. I contend that it matters, in a court of law when a judge is considering a charge of perjury, what the subject of the lie is. Can you help me with any precedent for that contention?

In order to commit perjury here in Texas one has to testify untruthfully in a way that the testimony will affect the outcome of the final decision of the court.
