If a person reapears after 15 years of declared leaglly dead can the person still be held for crimes that was done before disapearing?

Yes, if charges are/were filed before the limitations period expired and have not been dismissed. That someone managed to disappear for a while is no reason to let him escape justice. Neither is a mistaken declaration of his death.
