Adopting non-biological child

I had a child out of wed-lock in 2002. The biological father wanted nothing to do with my child. In 2003 a child support case was attempted but he never appeared. I have since gotten married to a man who is not the father. He wants to adopt my son, but we don't know how to go about doing so. Please give some sort of direction. Thank you.
