There is a class I misdemeanor offense

under Title 22 of the DC Code which is characterized as cruelty to children and chargeable against a parent or guardian who has sufficient means but who refuses to provide for the care and support of a child(ren)under age 14 whom such person is legally obligated to support.

Conviction of this offense apparently carries a fine of up to $100 and/or incarceration for up to three months in a facility described as the DC "Workhouse".
