Legal Question in Family Law in District of Columbia

I filed for divorce in DC and served my husband via certified mail and he lives in an apartment and will not go pick up the package at the post office. He knows it is there and is being unreasonable - so is my next step to hire a process server, which I don't want to spend my money on but will if I have to.

Yes, you should be able to find a process server at the DC Superior Court who will serve the papers personally on your husband for around $50. (I would personally recommend the Haitian gentleman known as Francois who can frequently be found in the little Firehook Cafe on the "C" level of the courthouse.)
