How can someone get a passport for child without the consent of the noncustodial parent,after asking the noncustodial parent and being denied?

If you share legal custody of this child with the noncustodial parent, you will likely have to go back to court to resolve this particular issue. (However, if you have full custody of the child, you do not need the noncustodial parent's consent and the State Department will issue the passport for the child upon your providing a copy of the order showing that you have full custody.
