State takes ex-husbands money
wife got welfare while child support was paid by husband, state takes husband tax refund. The child support was paid to MD and then to DC and the wife who is now my ex was on welfare at the same time. I the husband did not know this and the case was suppose to be closed. Now DC has taken my Federal tax refund again, I now am divored and have custody of my two sons. What can be done against DC. My ex-wife did the same thing in VA. and Virginia stopped penelizing me and is going after her.

Whatever you did with Virginia, you have to with D.C., i.e., contact the folks who handle child support enforcement in D.C., and make an appointment to talk with them, and show them your detailed records of your payments during the time
your wife was receiving AFDC in Md. and the District simultaneously.
This is not something that can be resolved over the phone. You must take the time to go down and see them with the above-rerferenced records.

Either go down to the D.C office or hire an attorney to reconcile the child support payments, resolve support obligations, notify the appropriate agencies, and serve notice(s) of payment.
My best advice is to turn your ex-wife into the fraud and abuse investigation divisions of the respective jusrisdictions. With a matter involving inter-jurisdictional matters, a judge's order may be needed. Be prepared to, at some point, hire an attorney.
