X husband calling home

My x calls my home from prison we have a teenage daughter she does not answer and neither do i, is a law being broken not talking to him . She has been in for 10 years and will get out 2010 .

How could any law be broken by anyone choosing not to answer the calls of a person calling from the confines of a prison?
