Defamation of character

A letter containing a defamatory statement about me was put into my personnel file at my prvios job with an independent agency of the dc government(university of dc) the university assistant counsel ordered it to be taken out of my personnel file and i retrieved a copy of my personnel file and the letter was not in it. I applied for a police officer position with another dc government agency and was due for the position until my investigator went to the office of human resources at the university to retrieve a copy of my personnel file and the letter with the defamatory atatement was put back into my file. After vewing the defamatory letter i was denied the police officer job. Now seeing as though both of these agencies are part of the dc goverment can i still sue the university of dc for defemation of character seeing as the the untrue statement made in the letter that the university attorney had ordered out of my file resulted in my denial of a job position and defamed my character in my job field?

Sure, you could always sue but defamation is a hard case to make, even in the District of Columbia.
