Citizenship and knowledge of English

Do I understand this correctly: if an alien doesn't know English, but an alien is over 65 and has been in the US up until now for 15 years as a permanent resident, he is exempt from English language requirement for citizenship? Are there any other additional rules or conditions for aliens who want to obtain citizenship without knowledge of ENglish?
