Legal Question in Immigration Law in District of Columbia

Student Visa(F1), Transferring the institution

I have been admitted to a US university for one year degree for full time. I have got F1 visa on the basis of the I-20 letter issued by above mentioned university. I will be travelling to the US on F1 visa in a month. I have changed my mind now, and want to attend another institution (not the one that had issued me first I-20, on which i had applied for visa)My question is :

Will it be necessary to attend the university issueing me first I-20, I mean to ask, what would be the shortest way to transffer to the new University of my choice ....preferrably, without paying any semester fee at the university which issued me first I-20(which was used to apply for visa ?

You have to be formally admitted to the second university and have them issue you another I-20.

The shortest way for you to attend the second university would be for the second school to issue you a separate I-20.
