Transfer H1b to F1 process
I currently have H1b, and want to
transfer to F1 as a full time student.
How long does it take to transfer H1b
to F1, once I file with a valid I-20
from university? is there a premium
process available, if so, how long does
that take?

Your Designated School Official(DSO) from the university from which you obtain your 1-20 could probably give you some idea on these particular issues. Also, your local district USCIS office or the Web site of USCIS headquarters may also have information. (I am nor aware of any streamlined process for this particular adjustment of status.)
