Legal Question in Employment Law in District of Columbia
Is there a DC law/statute that prohibits employers from forcing their employees to work when the federal government has already declared the city dangerous/hazardous during a natural disaster (hurricane, tornado, snow storm, etc.)?

No, there is not(as far as I am aware). DC is an employment at will jurisdiction
like Virginia where employees (working without a contract) have few rights or protections codified in the state or local law.
